Communities back rural broadband campaign
Parishes and market towns throughout Gloucestershire are backing a campaign to bring high-speed broadband to the county’s rural areas.
Borders Broadband is a £14.4 million initiative to secure private investment in a new fast rural broadband infrastructure. The project is managed by GFirst (Gloucestershire’s Local Enterprise Partnership), Gloucestershire County Council, Herefordshire Council and Broadband Delivery UK.
A Gloucestershire-wide survey of households and businesses is underway to show there is demand for fast broadband in rural communities. And so far, 311 volunteers covering 135
parishes across the county have stepped up to become ‘broadband champions’ for their communities. Please complete a questionnaire for your household. If you have internet access, you can do it online at
www.gfirst.co.uk/broadband or hard copies are available at libraries or from district and parish/town councillors, or broadband champions.Questionnaires are also available from Gloucestershire Rural Community Council (GRCC) – contact Chris Cowcher on
01452 528491. Also contact GRCC if you would like to volunteer as a broadband champion. There is a separate survey for businesses online at
http://bit.ly/betterbroadband . If you run a local business and live in Gloucestershire, you can complete both residential and business surveys.ENDS
A48 as of 9th February 2012
Recent communication from The Gloucestershire County Council has effectively killed off our aspirations of a VAS sign on Swan Hill. However they have promised yet another survey on the number of pedestrians crossing the A48 at the bottom of Swan hill. See following report -

Zebra Crossing
Gloucestershire Highways are still finding more ways to thwart our efforts to get the crossing. The latest rejection some two weeks ago.
Flooding at Swan Hill
Drainage flooding seems to have returned to the system in Swan Hill, as with the recent heavy rains apart from surface water it is reported that sewerage has been observed on the surface. Highways have been notified.

Speeding at Swan Hill
There is additionally a serious speeding problem at Swan Hill and action needs to be taken to discourage speeding at this point as it is a major problem for residents. Various actions could be taken to try to discourage speeding:
· The speed limit in the Chepstow direction drops from 50mph to 30mph half way down the hill. By the time vehicles reach this they are already travelling at 50 mph and, with the downward slope, it inevitably encourages them to maintain momentum through Swan Hill. Consideration is being given to make the stretch of road from the turning to Netherend and Woolaston down to The Colne Bridge be reduced from its present 50mph to 40mph. This might help to slow traffic before the hill and help resolve problems at the Woolaston junction, where there have been serious accidents in the past.
· Gloucestershire highways have promised to re positioning the 'Full Alvington village 30mph sign currently located halfway up swan hill down to the River Calne bridge to make drivers more aware sooner {hopefully}. To date they have not done so despite assurances.
· Speed checks were carried out by the Community Police Officers at the bottom of Swan hill. Their results are still showed a high percentage of drivers well above the speed limit even though the detection display was clearly visible as was the Police car parked at the entrance to the SWAN car park. Gloucestershire Highways are still insisting there speed checks reveal an average of 31mph. An audit carried out by the Gloucestershire Citizen Newspaper, clearly highlights that the speed camera in Alvington has by far the highest number of speeding offences in the county.
